Some frequently identifiable problem of citizens to government interaction is:

Pressure by government leads to evasion and behaviour change to criminal, what again increases government pressure. This is a devil's circle. Such can be recognized at multiple locations of contemporary civilization and reasons could be found far back in history.

Instead support of citizens by governments as simple and only meaning of such will result to engaged contribution to government and community.

Whether a running devil's circle can be stopped by internal actors only, is pretty questionable. At least reasons need to be clarified, but circle runners are not expected to support before reasons are comprehended. This negative circle logic is equivalent to Turing's halting problem: you cannot make procedure participants responsible for procedure stop. Instead external influence is required and applicable best to the powerful minority of government members, who should become convinced first. Additionally is it impossible to heal a body, if the head keeps on with drug consumption.
