Any citizen should be a potential jury member. Most possible exclusions from this status shall be only self-defined by the citizen's own selection and expression. Lawful exclusion shall only relate to extreme and rare e. g. mental conditions. Total selection at any time shall be representative regarding the variability of the population. Sub-selection for the single lawsuit shall be as representative as possible. As a result as less jury members are defined as less representative would be the set. Instead, as more jury members are defined as less operative would be the set. An optimal design would include metric definitions, measurements of performance and optimisation of structure. |
