Different interpretation of laws generate a legal conflict.

Does the possibility of conflict tell that law interpretation needs always experts and comprehension by normal people is impossible?

If we would need to agree, such a system would cry for reformation is not it?

Generation of well defined and commonly comprehendible laws is a system requirement, which is typically not yet tested as laws are not yet recognised as methods of an algorithmic sub-class. Hence, contemporary law systems carry intrinsic risks of reduced quality.

Even in the case of best quality different levels of power could seduce rich people and even government members / officers to intentionally misinterpret existing laws to force others by power abuse.

But the good news is that for most conflicts only reading the law and discussing it by the conflicting parties solves most contentions. This operates best, if there is no big power difference, what can be viewed as equal social level.
